Minimum licensing requirement	For any server running Windows Server, you must license at least 16 cores per server (minimum 8 cores per physical processor).
Core coverage per license pack	This license covers 16 cores. If your server has more than 16 physical cores, you’ll need additional core license packs to be compliant.
Virtualization / OSE rights (Standard Edition)	With full core licensing: you are allowed up to two OSEs (physical or virtual), or equivalent Windows containers with Hyper-V isolation + unlimited non-Hyper-V containers.
CAL requirement	In addition to core license, you still need Client Access Licenses (CALs) for users or devices accessing the server (as Standard edition uses Core/CAL model).
Use-case suitability	Good for small to medium servers with up to 16 cores; appropriate for file services, domain controllers, light-to-moderate virtualization, small business workloads.
Limitations	If your hardware has more than 16 cores — or you plan heavy virtualization (many VMs) — you may need more licenses or consider the higher-end edition (e.g. Datacenter). Also, CALs add to total cost.
